Who is Ebay Europe Sarl?

Hi there my mum had a bank charge of �20 becasue she didn't expect �13.91 to come out of her acount from Ebay Europe Sarl and she hasn't sold or brought anything on Ebay for over 3 months and the payments for the seller charges have all ready came out plus there was a bid on some Ugg boots for 3.80 which no one in my family bidded on and no one knows the pword except me and my mum, please help! and should we dispute the charge and the payment with Ebay/Paypal or the bank? PLUS IT WAS A E-CHECK!
