Bad grade in college precalc. 59%?

I just took my midterm for the cl that started sometime in September. As of now, my grade is 59% and I'm having a hard time understanding the concepts. If I really applied myself and got a tutor, would I be able to raise this grade by the time the quarter ends? My quiz and test scores are killing me. Would a 59% overall grade be failing? I live near Seattle, Washington.
